| Read the article |On the morning of June 25, 2026, Hanoi Law University (HLU) solemnly hosted a reception and working session with a delegation from the Department of Justice of Shaanxi Province, China. The visit aimed to exchange ideas, explore cooperation opportunities, and promote professional exchange activities in the legal field between the two institutions.
Overview of the working session.
The working session aligned with the University's proactive orientation to expand cooperative relations with Chinese partners, particularly by broadening its network with legal practice agencies beyond traditional educational and training institutions.
Attending the meeting, on behalf of the delegation from the Department of Justice of Shaanxi Province, China, were: Mr. Yang Zhengguo, Secretary of the Party Committee and Director of the Department of Justice of Shaanxi Province, acting as the Head of the delegation. Other members included the Directors of the Justice Bureaus of Baoji, Weinan, and Ankang cities; the Head of the Secretariat Division (Provincial Party Committee's Steering Committee for Law-based Governance); and the Head of the Government Legal Affairs Division (Department of Justice of Shaanxi Province).
On behalf of Hanoi Law University, the representatives welcoming the delegation included: Assoc. Prof. Dr. Nguyen Thi Kim Ngan, Member of the Standing Committee of the Party Committee, Head of the Postgraduate Training Department, who chaired the meeting; Assoc. Prof. Dr. Tran Anh Tuan, Dean of the Faculty of Civil Law; Dr. Tran Minh Ngoc, Dean of the Faculty of International Law; Dr. Nguyen Thi Thanh Tu, Deputy Head of the International Cooperation Department; along with officials and lecturers from the International Cooperation Department, and an expert representing the International Cooperation Department of the Ministry of Justice.

At the beginning of the program, the delegation from the Shaanxi Department of Justice visited the University's Tradition Room to learn about the history of the establishment and development of Hanoi Law University.
During the official discussion session, Assoc. Prof. Dr. Nguyen Thi Kim Ngan extended a respectful welcome, thanking the delegation for taking the time to visit and work within the framework of their business trip to Vietnam. She also shared updated information about the University's activities.
Representing the Shaanxi Department of Justice, Mr. Yang Zhengguo expressed high appreciation for the University's interest and discussed potential collaboration possibilities between the two sides. The potential areas proposed for discussion included:
Conducting joint research and developing scientific projects.
Enhancing the exchange of academics and experts, and co-organizing international conferences.
Developing specialized training programs and practical skill-building on arbitration and dispute resolution.
Sharing data and research materials, as well as providing internship support and career networking for students.
Jointly participating in international cooperation initiatives to improve the quality of legal training and research.
In response to these proposals, the representatives of Hanoi Law University expressed their desire that the two institutions will soon connect to organize international exchange and cooperation activities, such as exchanging delegations, mutually supporting scientific research, and sharing academic information.

The Department of Justice of Shaanxi Province is the agency responsible for guiding and supervising law-based administrative work and building a public legal service system for the entire Shaanxi Province—one of the major economic, educational, and scientific hubs in Western China. Therefore, establishing a cooperative relationship with the Department promises to bring significant practical value to the University's training and research activities.
Concluding the meeting, representatives from both sides exchanged meaningful commemorative gifts and took group photos. The reception took place in a formal and open atmosphere, marking a positive start for effective cooperation programs in the future.
